Effective oil supply includes production, imports and exports, inventory releases, outages, transport capacity, sanctions and crude-quality differences, not only the headline production rate.
A market can tighten even with stable aggregate production when logistics, quality, regional availability or trade flows restrict usable supply.
Stable national output does not guarantee that a refinery can obtain the crude grade it needs when transport capacity or regional availability is constrained.
